Canada PR aspirants would be happy to know that the nation is planning to introduce a new permanent residency pathway in 2025. It is expected to be aimed at skilled refugees and displaced individuals, eventually helping the ones struggling with securing a PR in Canada and making it easier for them to secure it just like EMPP (Economic Mobility Pathways Pilot) did.

In 2018, IRCC (Immigration, Refugees and Citizenship Canada) launched the EMPP (Economic Mobility Pathways Pilot) to connect refugees with Canadian employers and help them immigrate through economic pathways. This program proved to be an effective way for them to gain valuable Canadian experience and also fill in labor shortages. Now, the federal government aims to develop a permanent version of the program.

As per the IRCC’s 2025 – 2026 departmental plan, this permanent residency pathway will start before the EMPP concludes on December 31, 2025. The core objective of this pathway is to help displaced professionals find a way to settle in Canada, provided they meet the eligibility criteria. However, specific details like eligibility requirements and application procedures are yet to be released.

So far, the EMPP has helped more than 1,000 individuals to immigrate to Canada since its inception. Additionally, it operates through both federal and regional streams. This includes the Atlantic Immigration Program (AIP) and various Provincial Nominee Programs (PNPs). To qualify under the EMPP, applicants must prove their refugee or displaced status through official documents or referrals from IRCC-approved partners. Also, applications must be submitted from outside Canada.

Federal EMPP Streams

There are two federal streams:

  1. Job Offer Stream – This stream requires applicants to have a full-time Canadian job offer, relevant work experience, education, and language proficiency based on the NOC’s TEER category. Additionally, this stream caps at 950 applicants annually.
  2. No Job Offer Stream – This stream is open to candidates with high-skill work experience (TEER 0–3), equivalent secondary education, and CLB 7 in English or French. Additionally, it is limited to 150 applications and is currently closed.

Please note that applicants under either stream must show proof of settlement funds.

Regional EMPP Options

Applicants must meet a specific criteria if they want to apply to this program with regional streams via AIP or PNPs. Additionally, The AIP also offers flexibility, such as waived credential assessments and potential access to loans for settlement funds.
