Cyprus Permanent Residency

Cyprus Permanent Residency 2026 – €300,000 Property Investment, Requirements & Process for Indians

If we talk about the residency programs of Europe, we already know that most of the residency programs in Europe give you a temporary permit first. You are then asked to renew it based on the criteria and keep hoping that the rules don't change in between. But things are quite different when we talk about Cyprus. In Cyprus, if you buy a home worth at least €300,000, you can get Cyprus Permanent Residency directly, with no temporary permit stage at all.

This one big reason makes Cyprus Permanent Residency attractive. The island has a warm climate, English is spoken almost everywhere, and the legal system is based on English common law which becomes a plus point for the Indians and most important the price. The entry price is still lower than in Greece's popular areas or Portugal's fund route.

But before you think of investing in Cyprus, there are a few things that you need to take note of. This page explains how the Cyprus permanent residency 2026 program actually works, based on the official data.

What is Cyprus Permanent Residency by Investment?

Cyprus permanent residency by investment is a fast-track program that grants permanent residence to non-EU nationals who make a qualifying investment in Cyprus and have a steady income from abroad. Cyprus permanent residency is granted for an investment of at least €300,000 in real estate, fund units, or shares of Cypriot companies.

The residency in Cyprus is generally issued under an accelerated process, as outlined in Regulation 6(2) of the Cyprus Aliens and Immigration Regulations. The permit does not expire. Since the permit is permanent from the start, you don't need to renew the permit itself every few years. You only need to renew your residence card every ten years and keep meeting the program's conditions. For Indians, this is residency, not citizenship. You keep your Indian passport, which matters because India doesn't allow dual citizenship.

Permanent Residency Requirements in Cyprus

  • Secure annual income: You will need to show that you earn at least €50,000 a year, plus an additional €15,000 for your spouse and €10,000 for each child under 18. The income of your spouse can count toward the total.
  • Investment: You will need to pay for the property and have a title deed or a sale contract that is filed with the Department of Lands and Surveys.
  • No criminal history: You will need police clearance certificates for the country you live in.
  • Health insurance: You will need to have a policy that covers inpatient and outpatient care in Cyprus.

Benefits of Cyprus Permanent Residency

  • You are not required to reside in Cyprus after you obtain residency.
  • There is no specific requirement of language.
  • Cyprus PR holders can apply for a Schengen visa easily, although the Cyprus permit itself does not allow travel across the Schengen Area.
  • Your spouse and children under 18 can be included in the application, and unmarried, financially dependent children aged 18 to 25 who are full-time students abroad can apply separately.
  • You can sell your investment property and buy another qualifying one of the same or higher value to maintain your residency.

Steps to get Cyprus PR

  1. Start by planning your budget and income documents: Make sure that your annual income meets the requirements and your tax returns or CA certificate show it clearly.
  2. Choose a property for yourself: Choose a new home from a reputable developer. Have your lawyer check the title, the planning permits and the developer's track record.
  3. Sign the contract and pay: Sign the sale contract and file it with the Department of Lands and Surveys. Then pay for the property through a bank transfer.
  4. Get your documents ready: Collect your police certificates, health insurance, income proof and property documents. Have them translated and certified.
  5. Submit your application: Submit your application to the Civil Registry and Migration Department in Cyprus.
  6. Wait for the decision: It usually takes around two months once the application is complete, although in practice it can sometimes take closer to six months.
  7. Complete your biometrics and collect your card: After approval, complete the required registration/biometrics and receive your residence card.
  8. Maintain your Cyprus PR: You are not required to live in Cyprus to keep your permit. But in case you are absent from Cyprus for two consecutive years, it can be cancelled.

Is Cyprus PR Worth Considering for Indians?

Cyprus PR for Indians at present makes a lot of sense if you are willing to get a permanent European base. It is generally suitable for business families who want a backup option and for parents who are planning their children's studies abroad and are looking for an English-speaking place to spend part of the year.

But before you decide, there are three things that you need to know:

  • Cyprus is not a part of the Schengen Area yet: This is the point most people miss. The residence permit of Cyprus does not let you travel freely across Europe. You will still need a Schengen visa for most of mainland Europe. Cyprus has said it wants to join Schengen, but until it does, a Cyprus residence permit is not a substitute for a Schengen visa.
  • You cannot work in Cyprus on this permit: If you are planning to move and take a job there, you will need a different route for that.
  • The rules may tighten: In September 2026, a Cyprus Deputy Minister said changes to the investor scheme are expected, and around 12,000 permits issued since 2013 are being reviewed. No new rules had been published at the time of writing, but it's important to apply with clean, well-documented funds and a reliable advisor.

Comparing Cyprus PR with other EU Permanent Residency Options

Cyprus is one of several options for EU permanent residency by investment. If you're still weighing other residency by investment options in Europe, these are the ones worth considering.

If you'd rather invest through a fund than buy a home, our Hungary Golden Visa guide covers another EU route that doesn't require you to live there.

Greece Golden Visa

If Schengen travel matters to you, the Greece Golden Visa is worth considering. Like Cyprus it is property-based, but it gives you a renewable permit with Schengen access rather than permanent residence from the start.

Malta Permanent Residency

Malta Permanent Residency is the closest match to Cyprus. Both give you permanent residence from day one, both are English-speaking, and both follow legal systems with British roots.

Portugal Golden Visa

For families who don't want to own property, the Portugal Golden Visa works through a regulated fund instead. You get Schengen access and a light stay requirement, but permanent residency only comes later, not on day one.
